the action set or increment only affect the same timestamp

Valid values are increment (default) or set. When using increment the specified quantity will be added to the usage at the specified timestamp. The set action will overwrite the usage quantity at that timestamp. If the subscription has billing thresholds, increment is the only allowed value.

yeah after testing I understood but this wording is a bit confusing. set part is clear but increment part will be added to the usage at the specified timestamp seems like it will be added to total usage and the timestamp will be specified one or now() if not specified (the usual behaviour)

When using increment the specified the usage at the specified timestamp will be updated/incremented by quantity

just an example...

anyways not an issue, just wanted to point out that it can be more clear
