I need account id in payout webhook event and if i trigger payout event from stripe cli i am not getting account id there as well so I try to hit a event from stripe dashboard on connect users

This is a transfer.created event and isn't related to Payout.

You only have the account id in a Connected Webhook endpoint

you don't have it in the normal "direct" endpoint
