Block if :card_funding: = 'debit' and !:is_3d_secure:

I'd recommend reaching out to Stripe Support - https://support.stripe.com/contact, they'll be able to better advise you on how to configure your Radar rule to block transactions that didn't go through 3DS

Do Stripe SetupIntents support that kind of thing in general?

It's just not triggering and it was triggering before

I used to use the old payment component

but I wanted to upgrade to newest for Google Pay etc.

I think it should, but support will have more knowledge on this. We mainly help with developers who want to integrate directly with the Stripe API here on this channel so we aren't that familiar with Radar rules
