I have done so

and I added stripe tax to my account, although when I charge a payment through launchpass it doesn't add tax

How do you use Stripe Tax? is it through Checkout, Invoicing or Subscriptions?

If you are using a 3rd-party service, then I'd suggest you to reach out to them and ask if they are using Stripe Tax.
