No, you can't update the transfer amount after the payment is fully successful

The only alternative would be to use manual capture and then change the transfer amount when you capture the PI https://stripe.com/docs/api/payment_intents/capture#capture_payment_intent-transfer_data

Follow up: Are the stripe fees not activated in test mode? I created a test payment intent / successfully captured but the fee charged on the balance transaction shows 0
