1. enable RADAR for all the accounts
2. Enable rule 3 - not rule 1 (1 is optional where as 3 is mandatory where applicable)
am i able to do this programmatically or have it set it a setting ?

unfortunately, that setting on the Dashboard is not something which can be enabled programmatically. However, you can manually request for 3DS - https://stripe.com/docs/payments/3d-secure#manual-three-ds

we are using it, but unless its turne don in the account in stripe, it wont work,

can you give me an example PaymentIntent id where you've manually passed in that parameter and it doesn't work?

When you set request_three_d_secure to any, Stripe requires your customer to perform authentication to complete the payment successfully if 3DS authentication is available for a card. If it’s not available for the given card, the payment proceeds normally.
