hello! yes, brand settings are global from what i recall. Regarding the second bit, when it is saved in testmode but then saved globally, it is not available via a live API key, can you reach out via https://support.stripe.com/contact/email with those details and the request id that you attempted to access it by?
They responded and told us this yes.
"Unfortunately, this is a bit of an old bug in our API that we haven't yet been able to prioritize a fix for. When someone changes their "branding settings" in the Dashboard while looking at Test mode data, the file uploads we do under the hood for the new information is then made incorrectly in Test mode and reflected back in the API that way."
just letting you know here since I kept saying that the brand settings seemed to "flow over" to the other mode and I couldn't figure out what was happening, but it is just that is being saved globally and, then not appearing globally in testmode and livemode at first, but when you refresh the screen it populates as if it is global and "flows" over from testmode to livemode and vice versa. I was hella confused.
