It was refunded before it could be paid out. There's nothing left after the refund to pay out.

I think it's a timing thing, that Payout accounts for both the payment and the refund, so it nets out to nothing being paid out.
Why do you ask? What's your goal?
we are building a settlement process for payment and refund. The business asks when the payout happened for a refund or a payment to update the system records with the payout id.
As far as I know, if a full refund happens quickly enough there may not be a Payout associated with it. You should have your system take that into account.
