Tax rates are just that, rates. They collect a % of the charged amount.

You could include a fixed tax amount in the Price by setting the tax_behavior to inclusive. This means the total amount you set includes the amount for tax.

Got it, so not possible to manually specify the tax amount and have it show up here? (without the 3% part)

Not as far as I know.. As for the discount, you can create amount-based discounts using the Coupon object; https://site-admin.stripe.com/docs/api/coupons/object
