That is correct, I'm also double checking with a teammate if Checkout Sessions can be limited by the end user's locations

Confirmed, you can't limit it directly when you create the Checkout Session, but you can use Radar: https://support.stripe.com/questions/block-a-card-based-on-location-using-radar for your use case.
