I think all I did so far is... upload the new version using the stripe CLI. But I don't think I created the release for this version yet. Could that be it?

Hm I'm actually not an Apps expert, but I think releases are just for live mode. Let me see what I can find for you though

For "Changing between app versions in test mode", let me see...
On the app details page I see a prompt suggesting I install the new version in test mode, but the same error occurs:

Ah ok. So currently only users of the Stripe account with an admin role can install apps
Looks like you have a developer role and that's why this is failing
