That happened because the Payment Method used is an India-based card, in which case we do not continue to retry failed off-session payments. Since that payment failed the authentication challenge, the payment failed and was not queued to be retried.

Did the customer try doing the verification and that failed?
Or did they never even try verifying?
In the timeline (in the screenshot above) I see they were sent a link to complete 3D Secure. Did they fail the verification and that is why it was canceled?
It looks like they attempted authentication and failed, I believe you're able to see that on the associated payment:
