Have you tried setting the country when creating the session? I forget if this just presets the country or if it would also not allow the customer to change it https://stripe.com/docs/api/checkout/sessions/object?lang=dotnet#checkout_session_object-customer_details-address-country

I am not as familiar with the regulations here, would putting Gibraltar as their country put you on the hook for the VAT or something?
