I believe there was a recent update to that fee, yes. But I don't really know anything about fees as I just focus on the API. If you have questions about fees then you are better off reaching out to our Support team via https://support.stripe.com/contact/login

Yep you would look at the PaymentMethod API and the card.country: https://stripe.com/docs/api/payment_methods/object#payment_method_object-card-country
