Yes:
https://stripe.com/docs/connect/destination-charges#:~:text=The on_behalf_of attribute is supported only for connected accounts with the card_payments capability. Accounts under the recipient service agreement can’t request card_payments.

2. Same link above, Accounts under the recipient service agreement can’t request card_payments. So you can't apply both service agreement. I think you need to create two accounts, one for payments and one for cross-border

Thanks @hybrid gale So we actually want to only do transfers to this connected account and make it the business of record. But I guess it's not possible too if it's cross-border, right?

Have a follow-up question if you don't mind @hybrid gale - with separate charges and transfers is there any other way in the API to make the connected account merchant of record other than using on_behalf_of?
