Not sure if support can enable you for destination charges on top of the custom/epxress accounts but it may be worth asking them

In fact we were already told by someone of Stripe support that it will be fine to put in place destination charges on_behalf_of for Thai custom accounts, that's why I am surprised.
But I can directly come back to this person.

Gotcha, yeah, sounds like they may not have enabled your account properly to do that. I would reach out to them again about setting that up on your account
