Yeah I read through it but don't entirely understand it

It says that there should be a "reverse charge" notification in dashboard, but I don't see anything.

Is there an easier way to collect all the transactions which are subject to reverse charge?

I'm not totally sure, but you can check with Support and see if you can use Sigma for this use case:
