You can only update it via API with Custom accounts: https://stripe.com/docs/api/accounts/update#update_account-external_account

But then users surely can do that via Express Dashboard.

And in order to access to the Express Dashboard, it is only required the 2FA via phone? or other credentials?

I don't know much about Dashboards. Probably just normal login, same as on your normal Stripe Dashboard.

What's your concern?

Because i either don't have a clear idea of this express dashbord for users.

No, Express Dashboard is a dashboard that Express Connected accounts can use to check their payments and set up payouts. https://stripe.com/docs/connect/express-dashboard
