Ah so you're using the payment element? Stripe tax is currently only integrated with Billing, Connect, Checkout, Payment Links, and Invoicing

Not a tax expert, but I believe so since where the item is being shipped to factors into the tax calculation according to: https://stripe.com/docs/tax/supported-use-cases
