So you want to send money from your Stripe account to someone else? Then you have to use Stripe Connect and the person receiving the funds needs a Stripe account.

You can't choose one or the other, you actually need both.
Transfer is to send money from your Stripe account to another Stripe account. Payout is to send money from a Stripe account to a bank account.
