No you pass the external bank account ID as the destination

You pass the Connected Account ID using the Stripe Account Header as we show in the doc above

Is it possible to release some of the fund that's in a connect Id? For example let them payout a transfer to their bank account, while other transfers are held?

Sure you can payout any amount of available funds when you do manual payouts

Yep if you leave it empty then the payout is sent to whatever is set as the default for that Connected Account
