Yep okay so I'd just use 2 Prices here

One would be a licensed Price for $300

This is the base + 500

Then a second Price that would be package

With $100 per 200 units

I have Standard, Package, Graduated, Volume and Customer Choose

And in the end that would mean the user has two active subscriptions. One with a fixed price and one with a package Price

Well by doing the above you aren't using metered usage

Packaged pricing is licensed

So not metered

So you specify the amount when you create the Sub

But if the customer exceeds his user limit we can automatically charge him into the next package price?

And then you decide if you want to invoice immediately or prorate
