If you want to send money to someone, then you need to use Stripe Connect and they need to have a Stripe account. Here's a good guide that covers all of this: https://stripe.com/docs/connect/collect-then-transfer-guide

Yes once everything is correctly setup, you can automatically send a fee to your partners.
