This request was made on the connected account by the platform. The Tax setup should be done on the connected account. Did you set up the tax on the platform or connected account?

To rephrase: When I create the connected account via the API, is there a parameter I can set that will automatically turn on Stripe Tax for the account?

Tax ID on the Account request is for verification purpose and it is not used for Stripe Tax. To register Tax ID for Stripe Tax, it can be only done in tax settings within the Stripe Dashboard, i.e. the connected account has to add their own Tax ID in the dashboard
