No, I don't think this is possible. Stripe Treasury seems like it would come close but, with Treasury, funds are stored after being transferred to the contractors, not before then

Another such question. When I work through transactions, I do not specify the performer, and in fact I can send money to at least 10 performers.
Is there a mechanism that allows you to freeze the customer's funds for a specific contractor?

You could look into separate authorization and capture, and wait to capture the charge until the contractor completes a job: https://stripe.com/docs/payments/place-a-hold-on-a-payment-method

there are time limits on this though so I'm not sure if this would fit your use case
