No, that's not possible to set to happen automatically (by Stripe). Instead, you have two options:
1/ Separate the payment and transfer so that you only create the transfer when appropriate for service delivery:

2/ Switch the connected accounts to manual payouts and similarly only create payouts for funds for delivered services
