Yeah the dashboard is just creating an Account in Armenia that is usable for Payouts, not for payments

So in this case the only possible way is that I receive payments and make payouts for sellers on our platform?

Yes, there is no way to receive payments for an Armenia account (I'd recommend talking to support https://support.stripe.com/contact if you have more specific questions about what is allowed with Armenia)
