How can we prevent people from adding in declined cards
Generally you can't. But are they same customer putting a lot of different cards? If that's the case then you are dealing with card testing

If no, then it's pretty normal people will enter a card which could be declined. It's part of the payment system

We get alot of Payment failed because of insufficient funds

Card Testing means some bad actor stole a lot of credit cards and try to test if they can use in a website (your website)

Does all that failure come from same customer, or same IP Address? And in a short period of time?

No I just checked theyre from different places and there is also zip check passed for a lot of them

You can't. Customers can input any card they want and until we send it over to card network and back with the ie. insufficient fund error, we won't know beforehand
