We added radar rule for blocking them but that occur after submit right? They are still displayed on form

Correct, Radar won't prevent the icons from displaying in the UI

There's some work ongoing to prevent specific card brands from being offered in the Payment Element, which is what you're describing. If you're interested in that, you should speak to support: https://support.stripe.com/contact
