when creating a list within the Fraud & risk section can i block whole email domains?

within the page description block it has the following

Create lists, like a suspicious email domain block list or a trusted IP address allow list, to reference in your rules.

what does that do exactly?

stop payments related to customer with that email address from having successful payments?

just "failing" them all as blocked

by us?

That's up to you and any rules you create. You could create a list then a Radar rule to put any charges from customers with that domain in a "review" state, or automatically block those charges

gotcha so in the case of a list definition like this.

would adding the value gmail.com block all customer with the domain gmail.com

If you've edited the default email domain list to include gmail.com, yes
