Yup! You may disable 3DS, but issuer may still request for 3DS to complete the payment

The issuer here refers to the card bank, not card network (mastercard)

That's strange! I can't find pi_3MfuzIEzWbG0TbqA15S7rmeE in our system. Could you share your account ID (acct_xxx), so that I can double check? You can find your account ID by logging in to https://dashboard.stripe.com/settings/account. It'll be in the upper right hand corner and looks like acct_123

Whether or not a 3DS is required, it's up to the issuer bank and your Radar rule. As far as I know, there's no way to "turn off" 3DS.
