payout.updated: Occurs whenever a payout is updated.

It was said that payout.updated is not sent out for "paid" and "failed" states since they are self-sufficient - but when I triggered manual payout following was sent:
AFAIK, this too. But, The main question is, are you getting a missing payout.updated event when updating a payout, other than paid/failed status update?
