Charge API is legacy API and it doesn't support Tax. Back to your question "is it compulsory to integrate sales tax on each transaction?", it's up to your business requirements.
If you wish to integrate Tax on Stripe, you may refer to the guide here: https://stripe.com/docs/tax
Currently, Tax is supported in Checkout Session, Payment Links, Invoicing and Billing publicly. For custom integration such as Payment Intent, you may sign up for early access.
