I'm not immediately seeing why you're encountering this error, and am running some tests. While I do, could you confirm for your 1st tier's flat_amount_decimal whether you're trying to set that to 10.5 cents or 10.5 dollars?

In addition to wanting to understand why I got an error, I’m also curious how to interpret the error I got. I’m not sure how to read it.

Oh, sorry, I had to reread it a couple times to understand as well. I think it's saying that the flat_amount_decimal needs to still represent an integer value. So I believe those flat_amount_decimal fields are expecting amounts that don't include fractions of a cent.
