Unfortunately I don't have a lot of specifics here. My understanding is that pending is that it is undergoing verification. Verified = verified. Unverified = it was not verified. Unavailable = we couldn't determine based on the third party we check against.

That is in alignment with what I've observed. So in the vat id verification process, we're seeing some /really/ weird stuff going on. In particular, it looks like some of the APIs for verification in some countries are only open during business hours (?!). My expectation from the Stripe docs is that y'all will retry for some period of time based on those outages.

Do you see any docs about how long Stripe will retry before a tax id changes from pending to unavailable?

So yeah I don't know much more about this beyond what we state here: https://stripe.com/docs/billing/customer/tax-ids#validation

We don't really focus on the nuance of tax ID verification as we are just focused on the API. You really are going to be better working with our Support team and pushing on them for specifics here as they focus on Tax verification specifically
