Do you mean they are a Connected Account to your Platform? Because "Customer" refers to a different definition (the buyer)

If they are express account yes you can create a login link for them.
If they are custom account no you need to build a dashboard
If they are standard account yes they should have a login credential to their own dashboard already

Yep custom account doesn't have a dashboard unfortunately

No you can't. They can recreate express accounts if that's only in Test mode

when you create an account you can specify the type https://stripe.com/docs/api/accounts/create#create_account-type
