I think the different is individual vs. company type Cardholders

If you’re issuing Spend Cards to individual type Cardholders, you must record the cardholder’s first and last names and acceptance of the Spend Card Authorized User Terms before activating a card for that cardholder. This isn’t required for company type Cardholders. See the Treasury and Issuing product marketing, design, and compliance guidelines for more information about which agreements you’re required to present to account holders and cardholders.
