Yeah, even if the card was accepted before, that doesn't mean it'll be accepted all the time. For this attempt the authorization was declined by the card's bank issuer, that's what the code refers to.

I don't have . I checked the charges made with their PaymentMethodpm_1MdtStFVEFVGD6LSSkMLJHfBover Stripe and I see some success charges and some failed charges.
So they simply need to reach out to their bank and see why some of the charges are declined, including the on in your integration.
