There are a myriad of factors that dictate when the balance becomes available. It depends on how the funds got there in the first place (e.g. transfers from the platform account, payments from cards, vs. payments from ACH, SEPA, Klarna, etc.)

Card payments availability also depends on how much of the funds are on hold to cover refunds/disputes, and a couple other factors. I would recommend familiarizing yourself with this guide: https://stripe.com/docs/connect/account-balances

Keep in mind as well, that when you do a manual payout, there's no way to associate it with the charges in the balance of the account. Automatic payouts will bundle charges together for you, but manual payouts don't (since they can be made for any amount)

I have familiarized myself & am still confused, which is why I am here. Also given our usage of Stripe Connect Express where we are the platform, I believe it is only our account that has to reserve funds to cover refunds/disputes

Correct, but funds can still be put on hold on the Connect account's balance (hence why I said you should read that article)

We don't have a ton of context on balance availability in this channel either way, but the way you mentioned creating manual payouts makes sense. Check the balance first, then make a payout for whatever balance is available

Okay sounds good. I imagine there's a lot of complexity under the hood. Going to just give that a go and see what the numbers end up being.

If it's possible to pass on the feedback to the appropriate channel, we have received a lot of angry complaints from our clients about the way Stripe's reporting & payouts operate using UTC. It'd be awesome to have widespread support for different time zones

That's fair feedback. I know that Support has the ability to change the start of day to a different time, but that change will affect all of your accounts simultaneously (e.g. there's no way to set it on an account-by-account basis)
