No there is no way you can know ahead of time whether the card supports tap to pay
The customer would basically just have to know this and can tap

No I'm asking, if we issue the customer an NFC-enabled card (NOT a payment method, think like a loyalty card), could the customer tap this NFC-enabled card on the terminal to identify themselves before then tapping their cc/payment method. ... is there a Terminal API that listens for an NFC-enabled card that isn't the payment method?
Ah no that doesn't exist
The only functionality in Stripe terminals is card tokenization for payment acceptance
Is there a recommendation for additional hardware when building a point of sale to read qr code or receive NFC taps from a loyalty card if the stripe terminals do not support?
