Does that look like a request id? This is in our dev environment and I used the insufficient funds numbers

That's the wrong test account number. That one will only fail if a payment is attempted, but Setup intents only authorize the payment method

are there numbers to test confirming a setup intent for banks?

Unfortunately not, since you don't really need Setup Intents to reuse ACH as far as I know
