Yes, payment intents use charges internal when payment is attempted (eg, during confirmation)
PI is a stateful wrapper around charges to manage eg multiple payment attempts

Another question, is it more advantageous to cancel payment intents that have yet to be captured versus one which was captured immediately and not pending on the client's credit card? As in, are there transaction fees applied to both, but one is less than the other?
Fees are incurred upon capture with the public API
So does that mean that if I create a payment intent without capturing the amount right away but then cancel it 2 days later there won't be any fees?
Versus if I create the payment intent and capture it right away and create a refund 2 days later I'd have to pay the transaction fees for both?
Correct, though there is no additional fee for the refund, the original payment fee is not refunded to you when the customer payment is refunded
