Any Stripe accounts based in Japan, Canada, Australia, New Zealand, and the US are able to accept payments from JCB cards.

Your Stripe account is not based in one of the countries and therefore unable to accept JCB card

For JCB? it's Japan, Canada, Australia, New Zealand, and the US
