For both of these questions you are going to be better off working with our Support team (you want to reach out via https://support.stripe.com/contact/login) as they aren't really API specific so we can't help with them here. As you see from the error, you can't accept App fees from Connected Accounts outside of Brazil. However it is possible that you may be able to apply for an exception to that, but our Support team will know more on that. For your second question you likely want to look at Stripe Atlas but we really only focus on the API here so that is why Support team will be better to help on that too.

Oh, this is a bummer... I reached them yesterday per email, as no online chat was available (and until now is off), and the answer was very vague and unhelpful overall.

Ok, i'll try them again... However, Atlas doesnt seem to be an option now. The product is still on MVP phase and makes no sense to open a company in US to give it a test run.
