hello! no, unfortunately not, you can't trigger automatic payouts from the CLI. Generally, if you don't have a live charge made before. Your test payments will always take 7 days before they are paid out

In case I have a live transaction for the same account, automatic payouts will happen daily for the test mode?

probably, but i suggest you reach out to support https://support.stripe.com/contact/email to confirm and to see if there's any workaround for this (without having to make a live transaction)
