That depends on where those funds are coming from, issuing banks, etc. What you'll want to do is look at the instant_available balance to confirm the amount of funds that can be paid out with instant payouts: https://stripe.com/docs/api/balance/balance_object#balance_object-instant_available

is there a general rule of thumb? we want to offer our customers instant payouts but dont know what time frame to give, we thought it would be 30 minutes but now we see it would be much longer, can we have a time frame?
