So really though what you want is to use local currencies

#

If you use multi-currency Prices then the table will localize automatically

I guess so, but if I added customer-email="test+location_US@email.com" to the HTML block code it did not change a thing to my pricing table

That's because you haven't set up multi-currency Prices
