No I don't think that option is available in the Payment Sheet. If you want more customisation you might want to build your own UI for payments.

card addition flow in payment sheet, associating payment method to customer.

Yes test mode and live mode should work the same. If you are passing a customer ID, then you would see all their saved payment method here.
