you're creating a Connected Account in France yes. But what country is your own platform account located in?

if it's not France or the EU, then this error is expected since generally cross-border transfers are not allowed

so as mentioned, that's a cross border transfer so it's not allowed. The best option is to simply look into what the error message already said : https://stripe.com/docs/connect/service-agreement-types , pass the receipient service agreement when creating the FR connected account, which allows for a US platform to send funds to it.
