Yes, you can create Stripe accounts just for testing purposes. You can just sign up for a new account on our main website and then do your issuing tests in test mode on that account

But to create an account I need some legal informations like company number, address, and also a bank account - it is possible to skip this?

Apologies, I thought you meant connect. Here's the test info for testing Issuing: https://stripe.com/docs/issuing/testing

And yeah, you'll need to work with support/sales to get that enabled on your account. We can't help you here with that
